FSMB: FSM and EY ECS check results

In this article, we explain how you can do an FSM/EY check on a family.

The information about the CS checks is checks done against the government's HMRC and DWP databases to confirm a parent's eligibility for certain benefits. The EY check relates to eligibility for 2 Yr Old childcare funding. The FSM check relates to eligibility for Free School Meals.​


In FSMB, open a family record by selecting the following

  1. Click Family, then click the Q icon to search for a particular record.

  2. Double-click the record in the results table to open it. The ECS check results are shown on the main Family page.

  3. To do a new check, click the relevant button on the family record, FSM ECS Check or EY ECS Check.

    The result returned by the check will be one of the following -

  1. Found - Eligible.

  2. Not Found - Not Eligible.​
    A Qualifier may also be returned, shown after the Found/Not Found.

  3. Final denotes that the claimant is eligible or not eligible, depending on the Found or Not Found result.
    ​The following are only returned on Not Found results.

  4. Found Pre-thresholds denotes that the claimant is not eligible under the eligibility criteria with earnings thresholds for Universal Credit claimants applied, but is eligible under the eligibility criteria that applied before the introduction of earnings thresholds. Action should be taken to determine the child's date of birth.

  5. Manual process denotes that the parent will provide proof of household earnings, and the Local Authority will evaluate the result manually.​

  6. Manual process – Found pre-thresholds denotes that the claimant is eligible under the eligibility criteria that applied before the introduction of earnings thresholds. Action should be taken to determine the child's date of birth.

  7. No Trace – Check data denotes that the details entered by the claimant are incorrect.

  8. Pending – Keep checking denotes that it is not possible to provide a result; the application should be delayed and repeated periodically by the LA.

  9. Unknown – Raise manual query denotes that it is not possible to establish eligibility via the ECS, and manual evidence of eligibility should be supplied.
