When you enter System Manager in Case Management (Client), the Duplicates Manager options are not activated.
The Duplicates Manager is accessed through granted permissions. This is something only an Admin permission can grant.

To grant access, you will need to do the following:
Open Synergy Case Management Client.
Click on Security Manager.
Click on Security Groups.
Select relevant Security Group.
Click on the System Manager Drop Down.
Check the Full Access checkbox for Duplicates Manager.
πNote: The changes save instantly; to access, you will need to log out of Case Management and log back in. You will then have access to Duplicates Manager.
